How to Participate

Program Eligibility

To participate in NJCEP's Customer On-Site Renewable Energy program, you must be installing an on-site solar electric, sustainable biomass, fuel cell, or a wind energy generation system in New Jersey. There is no maximum installation size, but your system must be sized to meet your specific electricity needs. Eligible systems should be sized to produce no more than 100% of the historical or expected (if new construction) amount of electricity consumed at your system's site.

Financial incentives for systems larger than 1 MW are available through the Renewable Energy Project Grants and Financing Program.

Financial incentives are applicable exclusively for:

  • New Jersey Ratepayers (customers of NJBPU-regulated electric or gas public utilities)
  • Systems with new components
  • Systems installed in New Jersey homes, businesses, institutions or non-profit facilities
  • Systems that include at least a 5-year, all-inclusive warranty
  • Systems installed according to the Installation Requirements specified in the appropriate Technical Worksheet

Participation Guidelines

  1. Prior to equipment installation, participants must submit a completed New Jersey Clean Energy Program Pre-Installation Application Form and the appropriate Technical Worksheet to the New Jersey Board of Public Utilities Office of Clean Energy. Upon review and approval of the Application, a commitment letter will be issued approving the installation of the system and reserving the rebate.
  2. The Pre-Installation Application Form must include information demonstrating that the proposed system will meet all applicable technical and certification requirements as specified in the Technical Worksheet.
  3. Small systems (less than or equal to 10kW) must be installed within 9 months of application approval date. Medium or large systems (greater than 10kW) must be installed within 12 months.
  4. Applicants must allow inspection of eligible systems. Program administrators will have the right to inspect 100% of the installations prior to issuing the rebate incentive.
  5. Rebate dollars will be reserved based upon the date of the approved Pre-Installation Application Form.
  6. New Jersey's Clean Energy Program (NJCEP) enforces a Self-Install Policy on Customer On-site Renewable Energy rebate applications whenever there is a material interest between the applicant and the installer. Rebates for self-installed systems will be reduced by 15% of the applicable dollar per watt rate. This policy prevents rebates being paid on ineligible costs and ensures equitable distribution of funds, as NJCEP Rebates are intended to reduce the costs for new renewable energy systems while encouraging private investment in the technologies. The NJCEP rebates are not intended to cover the full cost of installation or provide free systems to installers or any other party. The Self-Install Policy applies even if an approval letter was issued without NJCEP knowledge of the material interest between the owner and installer of the system.
