Biopower Application Packet

This document references the FY2014 Sustainable Biopower Competitive Solicitation, which may be downloaded by clicking the link below.
A 30-day public comment period begins on the July 22, 2014 issuance date of this straw proposal. Please submit all comments in writing to email@example.com by 5:00 pm on August 21, 2014. Comments will be posted on the “Policy Updates and Request for Comments” page on the NJCEP website following the end of the comment period and considered by Staff in developing the FY2015 Solicitation that will be presented to the Board for approval at one of its regular agenda meetings.
Applications are no longer being accepted for the FY 2014 Sustainable Biopower Competitive Solicitation. The information below is provided for historical reference only.
The above link for the Biopower solicitation includes Appendices A through D. These forms are also posted separately below for those who need to reprint a specific form.
The Milestone Reporting Form must be submitted by the Applicant as a baseline report with the REIP Application Packet and quarterly thereafter, including any extensions if applicable, that may be granted to the initial approval period, until the Final As-Built Packet is submitted. Quarterly reports are due within two weeks of the end of the quarters ending on March 31, June 30, September 30 and December 31. Biopower projects approved prior to 12/31/13 should also complete this form as instructed above.
Wind Application Packet

Submit a Final As-Built Packet for Wind or Biopower
Once the system is installed, has passed the local inspection, and received interconnection from the utility, the system is ready to be scheduled for a program inspection.
Applicants must submit a complete Final As-Built Packet as per the Final As-Built Checklist. This is applicable for all biopower projects participating in the REIP regardless of project approval year. A complete packet must be submitted to the Market Manager prior to the project expiration date. If your system will not be completed prior to the expiration date, you may be able to apply for an extension. Review the REIP biopower project extension policy to see if you are eligible. The EDC notification is the only document that can be submitted after the expiration date. However, the project will not be scheduled for an inspection or receive an inspection waiver until a complete Final As-Built Packet has been received. Therefore, until the system has passed inspection or received the waiver letter, it will not receive an NJ certification number, which is needed to generate RECs.

- ANSI C12.1-2008 Certified Meter Worksheet (Required for all wind and biopower projects - updated Jun 2012). See Metering Requirements.
- NJ Tax Clearance Certificate (only needed for PPAs, commercial entities, farms and non-profits)
