Solar Complaint Form

For Customers Who Participated in the SREC Registration Program (SRP) or Transition Incentive (TI) Program or Successor Solar Incentive (SuSI) Program, Administratively Determined Incentive (ADI) Program

How to Submit a Complaint about your Solar Contractor and/or the Owner of your Solar Electric Generating Facility

The purpose of this Complaint form is to allow consumers to submit a complaint about their Solar Contractor and/or the Owner of their Solar Electric Generating Facility. The nature of these complaints may be associated with a company’s business practices, issues with the installation of your solar system, incorrect SRP Registration or TI Application documentation or any other disputes that you may be experiencing with your Solar Contractor and/or the Owner of your solar system.

The New Jersey Board of Public Utilities (NJBPU) Office of Clean Energy (OCE), and their SREC Registration Program and TI Program administrators in the New Jersey Clean Energy Program (NJCEP)(collectively "OCE") generally will not take action on a complaint unless the customer has made a good faith attempt to resolve the complaint directly with its Solar Contractor/Owner and the attempts have failed.

The OCE has put in place procedures for reviewing, tracking and resolving these complaints in a timely manner. Your Solar Contractor and/or the System Owner will be advised of the complaint and will respond directly to the contact name that you provide.

OCE will not involve itself in adjudicating contractual and other similar commercial disputes between customers and their Solar Contractors but the NJCEP may elect to facilitate or mediate discussions and mutually acceptable resolutions of such disputes.

At their discretion, the OCE may choose to take action against contractors committing acts or omissions justifying the application of the New Jersey Clean Energy Program’s Contractor Remediation Procedures. I/M/O the Clean Energy Programs and Budget for Fiscal Year 2017: Contactor Remediation Procedures, Docket No. QO16040353 (January 25, 2017).

If you wish to submit a specific complaint regarding the interconnection of your project or questions associated with your utility bill, do not submit your complaint using the form below, but instead please visit the Interconnection Complaint page.
