NJ SmartStart Buildings - Summary of 2011 Program Changes
On December 6, 2010, the New Jersey Board of Public Utilities approved the following changes to the Prescriptive Lighting component of the NJ SmartStart Buildings Program which will be effective February 15, 2011.
Retrofit of T-12 to T-8/T-5 for 1-4 lamp fixtures:
- 2010 Incentive: 1-4 lamps - $15
- 2011 Incentive: 1-4 lamps - $10
Replacement of T12 for T-8/T-5 1-4 lamp fixtures:
- 2010 Incentives:
$25 per fixture (1-2 lamps)
$30 per fixture (3-4 lamps) - 2011 Incentive:
$25 per fixture (1-4 lamps)
Replacement of T12/HID/Incandescent ≥1000W for T-8/T-5 fixtures:
- 2010 Incentive: $284
- 2011 Incentive: $200
Additionally, incentives for retrofits/replacement of existing fixtures ≤ 250W to T-8 lighting in 2011 require high performance or reduced wattage lamps and ballasts qualified by CEE.
The 2011 NJ SmartStart Buildings Program incentives will apply to all complete application packages received after close of business February 15, 2011. Until that time, a 2010 application or a 2011 application may be submitted. After close of business February 15, 2011, only 2011 applications will be accepted by the NJ SmartStart Buildings Program.
A properly completed application package includes an application completed and signed by the customer, a W9 form for the Payee, a recent copy of an electric or gas utility bill (12 months required for custom applications), and equipment manufacturer specifications documents. This information must be submitted before equipment is installed.
Summary of 2011 Program Changes
A number of changes have recently been approved for the NJ SmartStart Buildings Program. These changes are reflected in the 2011 application forms and summarized below:
1) Technical assistance, technical study and comprehensive design support incentives are no longer available.
2) ASHRAE 90.1-2007 building code is in effect for all applicable applications.
3) Incentive for qualifying Unitary HVAC Central DX AC Systems >63 tons for existing buildings only. New construction projects are ineligible.
4) The incentive for Geothermal, or Ground Source Heat Pumps are no longer offered for open-loop systems.
5) The standard for Gas Water Heating 50 gal or less tank units has increased from 0.62 EF to
0.67 EF.
6) Refrigeration Controls and Refrigeration Doors/Covers are now available for prescriptive incentives.
7) Incentives for cooling tower Variable Frequency Drives are now available.
8) Under the Prescriptive Lighting application, new LED fixture category incentives are now available for fixtures qualified by ENERGY STAR or the Design Lights Consortium.
