The New Jersey Comfort Partners Program is a free program that helps income-eligible customers reduce their utility bills through implementing cost effective measures which save energy and money while improving their home's safety and comfort at no cost to them.

Through Comfort Partners, the New Jersey Board of Public Utilities (NJBPU) and your electric and natural gas utilities partner with you to reduce your energy use and utility bills, improve your comfort, and increase the health and safety of your home.

The Comfort Partners Program takes a comprehensive approach to energy savings, including considering efficiency, building performance, and health and safety issues.
If eligible, participants receive:
- All recommended efficiency measures and energy education services - free of charge.
- Installation of cost-effective energy efficiency measures in the home (determined on a home-specific basis). These can include:
- Efficient lighting products;
- Hot water conservation measures (water heater insulation, water heater pipe insulation and energy-saving showerheads and aerators);
- Replacement of inefficient refrigerators;
- Thermostats;
- Insulation upgrades (attic, wall, etc.);
- Air sealing;
- Duct sealing and repair;
- Heating/cooling equipment maintenance;
- And other measures.
- Comprehensive, personalized energy education and counseling.

Eligibility Requirements
The Comfort Partners Program is available to any New Jersey household with significant energy use, having an income at or below 250% of the federal poverty guidelines.
Households that do not meet the above income guidelines but receive aid from any of the following programs may still be eligible for Comfort Partners:
- Home Energy Assistance Program (HEAP), Lifeline, Pharmaceutical Assistance to the Aged and Disabled (PAAD), Section 8 Housing, Supplemental Security Income (SSI), Temporary Assistance for Needy Families (TANF), Universal Service Fund (USF), Medicaid, Supplemental Nutrition Assistance Program (SNAP), or General Assistance (GA)
The customer must also use the home as a primary residence and be the ratepayer of record with a participating electric or gas utility. Customers must live in a building (house, apartment, townhome, etc) with no more than 14 units that are individually metered. Buildings with more than 14 units are not eligible.
