Investor Confidence Project

In October 2015, New Jersey became the first state to incorporate the Environmental Defense Fund's (EDF) Investor Confidence Project (ICP) protocols into an existing energy efficiency program.  Through a one-year pilot, New Jerseys' Clean Energy Program will demonstrate how the ICP protocols can be incorporated into the Pay for Performance Existing Buildings Program.

The goal of the pilot is to assess the benefits of adopting the ICP's standardized protocols that include increased measurement and verification practices for commercial and industrial projects.  This leads to increased confidence among building owners and investors in the reliability of projected savings.

Applicants to the Pay for Performance Existing Buildings Program have the option of participating in this pilot as an alternative compliance path, or following the traditional Pay for Performance Program requirements.  The pilot will include a modified incentive structure designed to offset costs that may be associated with providing additional quality assurance and data to meet the ICP requirements.
