New Jersey's First Offshore Wind Strategic Plan (OSWSP)

The final version of the First New Jersey Offshore Wind Strategic Plan (OSWSP) was approved by the Board on September 9, 2020.

The OSWSP made strategic recommendations that helped set the course for successful development of offshore wind in New Jersey. The plan highlighted five key subject areas including environmental and natural resource protection, commercial and recreational fisheries, supply chain and workforce development, ports and harbors, and energy markets and transmission.

The draft OSWSP was released for public comment on July 13, 2020. Public comments received by the Board were considered, and the final Plan was updated to incorporate changes based on the comments received.

The OSWSP has served as an initial guide for New Jersey as it works to establish a new offshore wind industry to benefit New Jersey residents and mitigate climate change by developing a clean, renewable energy resource.

New Jersey's Second Offshore Wind Strategic Plan (OSWSP2)

To keep pace with the rapidly changing offshore wind energy landscape in New Jersey, along the eastern seaboard, and globally, New Jersey has undertaken the development of a Second Offshore Wind Strategic Plan (OSWSP2), which officially commenced on September 19, 2023

The OSWSP2 will provide a comprehensive roadmap to guide New Jersey as it continues to pursue its ambitious offshore wind generation target of 11 gigawatts (GW) of offshore wind energy by 2040. This goal is part of New Jersey’s broader efforts to reduce carbon emissions by transitioning to renewable energy resources. The OSWSP2 will explore supply chain considerations and needs, infrastructure and workforce development opportunities, the integration of offshore wind into energy markets and the transmission grid, as well as environmental and fisheries protection to support New Jersey in the responsible development of offshore wind off New Jersey’s coast.

The OSWSP2 is currently under active development.

A draft of the OSWSP2 is anticipated to be released in mid-Q2 2025.

Stakeholder meetings will be held to solicit the public’s input on the draft plan. A public notice will be issued approximately 21 days in advance of the stakeholder meetings.
