Successor Solar Incentive (SuSI) Program
By Board Order dated July 28, 2021, the New Jersey Board of Public Utilities (NJBPU) has established a new Successor Solar Incentive Program, also known as the “SuSI Program”. The SuSI Program implements the Clean Energy Act of 2018 (L. 2018, c.17) and the Solar Act of 2021 (L. 2021, c. 169). The SuSI Program provides incentives to eligible solar facilities to enable the continued efficient and orderly development of solar renewable energy generating sources throughout the state.
The SuSI Program is the long-term permanent solar program for providing incentives to new solar generation facilities connected to the transmission or distribution systems of New Jersey electric public utilities or local government units.

SuSI Sub-Programs
The SuSI Program is comprised of two sub-programs:
(1) The Administratively Determined Incentive (ADI) Program provides administratively set incentives for net metered residential projects, net metered non-residential, remote net metering and community solar projects of 5 MW (dc) or less. - Under the ADI Program is the Community Solar Energy Program (CSEP):
The Community Solar Energy Program (CSEP) provides incentives to eligible community solar facilities to enable the continued efficient and orderly development of solar electric generating sources throughout New Jersey. The Community Solar Energy Program (CSEP) Registration Portal is open to new registrations. Additional program information be found on the CSEP Program page.
(2) The Competitive Solar Incentive (CSI) Program is an annual competitive procurement that provides incentives to qualifying grid supply solar generation projects (i.e., those selling into wholesale markets), grid supply solar generation paired with energy storage, and to large non-residential net metered projects with a capacity greater than 5 MWdc. The annual solicitation target is 300 MW of new solar generation, and 160 MWh of energy storage paired with solar generation. Co-Location Clarification
The Secretary of the New Jersey Board of Public Utilities has issued a letter which clarifies the rules for the Successor Solar Incentive Program regarding co-location of solar projects. The pertinent rule can be found at N.J.A.C. 14:8-11.2. Initial Registrations requesting the ability to co-locate solar projects in the SuSI program must be accompanied by a SuSI Solar Incentive affidavit for Co-Located Solar facilities.

Submitting a SuSi Registration Packet
To be eligible for SREC-IIs, you must first submit a registration using the relevant SuSI Program portal, e.g., for ADI or CSI. The SuSI Program has a two-step registration process. After an initial registration is submitted, a notice of conditional registration will be issued before construction may commence. When the installation of your solar system is complete, and a post-construction packet is submitted your project will be issued a NJ Certification Number via email. This is the number that is required to enable you to register your project in the PJM-EIS Generation Attribute Tracking System (“GATS”) where SREC-IIs are created and in the InClime system to exchange your SREC-IIs for payment.

Step 3: Open a PJM-EIS Generation Attribute Tracking System (GATS) Account
Once you receive your NJ Certification Number, to create SREC-IIs based upon metered generation from your solar system, you must then open an account in GATS. GATS registration instructions can be found HERE.

Step 4: Open a Payment Account with the SREC-II Administrator
Once your account is approved in the GATS tracking system, to receive payment for your SREC-IIs, you must open an account with InClime, the SREC-II Administrator at How to Receive Payments – Solar Incentives NJ.
