Energy Year 2020 (EY 20) RPS Compliance Time Line with the Retail Sales Adjustment Process
The EY 20 RPS Retail Sales Adjustment process will begin August 17, 2020. TPS/BGS Providers have until the close of business (“COB”) Friday, September 4, 2020 to review their “My RPS Compliance report” on the PJM-EIS Generation Attribute Tracking System (GATS) website for consistency with their own EY 20 retail sales calculation.
If there is a difference, TPS/BGS Providers must request an adjustment to their retail sales reported in GATS with NJBPU Division of Clean Energy Staff (DCE Staff). If the amount in the “My RPS Compliance report” is inaccurate, you must also report your final retail sales amount to DCE Staff along with a written explanation and verification (see attached sample) for the difference. TPS/BGS Providers must also enter final retail sales amounts on the GATS “My RPS Compliance report” in the column entitled “RPS Load”.
Please submit sales adjustment requests with the explanation and verification described above to Ronald.Jackson@bpu.nj.gov by COB September 4, 2020. If no sales adjustment request is sent to DCE Staff by this date, the August 17, 2020 retail sales number listed in the “My RPS Compliance Report” will be considered final. These final retail sales figures and compliance instructions are to be used to calculate final RPS obligations for individual TPS/BGS Provider’s compliance reports. Failure to comply with the RPS obligations based on final retail sales recorded in the GATS system will result in DCE Staff pursuing enforcement penalties with the Board.
The EY 20 Solar, Class I and Class II Annual reports are due by December 1, 2020. The EY 20 RPS Compliance documents are attached.
